Recently, the Ukrainian Agri Council (UAC), with the support of the USAID Program for Agrarian and Rural Development (AGRO), developed and presented the "Methodology for determining the damage and amount of damage caused to enterprises, institutions and organizations of all forms of ownership as a result of the destruction and damage to their property in connection with the armed aggression of the Russian Federation, as well as lost profits from the impossibility or obstacles to conduct economic activity".
Also, a free advisory hotline for affected farmers was launched in July 2022. Nowadays, more than 90 agricultural enterprises have submitted requests. Most often, the calls are from the occupied territories, many questions regarding fixing losses arise from producers from Kharkiv, Sumy, Chernihiv, Kherson, Zaporizhia, Mykolaiv, Donetsk regions, etc.
The producer from Zaporizhia region asks: "The company is located in the occupied territory; we are engaged in oil processing. Currently, we have a lot of damaged equipment and enterprise’s buildings. The occupiers have not yet come with demands to re-register the enterprise. How to act correctly and what to do with documenting damages and losses?".
A farmer from Kharkiv region says: "Our machinery has been damaged, warehouses are under active shelling, fields are currently mined. The farm is located on the territory where active hostilities took place. As of July, there is a "gray" area. How should we act?".
Farmers' fields are burning, livestock is dying, and they often cannot get to their enterprises.
For each request, hotline advisors provide recommendations, send an algorithm of actions and developed methodical recommendations.
"There are still no clear answers as to when and how compensation will be provided to the affected enterprises, but we are sure that they will be. That is why, our main task is to help enterprises gather all the necessary evidence base, so that they can claim such compensation in the future," commented the UAC adviser Dmytro Kokhan.
