
About 71% of agrarians consider their business and property to be unprotected from raider attacks, and this problem was particularly acute for residents of the southern and eastern regions of Ukraine.
This is evidenced by the results of the poll presented by the Ukrainian Agricultural Council (UAC) in the course of the 2nd Anti-Raiding Forum.
The survey was conducted at the request of UAC among 500 heads of agricultural enterprises (from all regions of Ukraine) from June 25 to August 2, 2018. Analytical support and processing of research results was carried out by the Center "Social Monitoring".
According to the results, 31% of surveyed agrarians highlighted the high risk of a raider attack on their business, while 44% of respondents estimate the level of threat as an average.
According to 64% of agricultural producers, corruption in the authorities and the law-enforcement system is the main reason for the dominance of raider attacks. Agrarians stressed that corruption had acquired special significance in the Commission on State Registration Complaints, the Ministry of Internal Affairs and Police, the Prosecutor's Office and the courts.
At the same time, 38% of respondents stressed that the raiders are most contributing to the confusion and imperfection of the current legislation.
The main way of combating corruption and raiding is by 39% of the farmers surveyed in the associations of farmers (NGOs and movements), and 36% - in changing the current legislation.
Recall that on July 10, the Verkhovna Rada adopted in the first reading the bill number 8121 on counteraction to raiding, which was joined by the UAC. This document gives law enforcement agencies the opportunity to punish unscrupulous registrars for breaking the law.
In particular, the bill obliges state registrars to verify before conducting a particular transaction that a person applying for registration has the right to commit such acts. The draft law minimizes the risk that the registrar "does not know" that the sites were previously registered with another person. At the same time, administrative liability for violating state registers of legislation will be increased.
