Allegations that bill №3131-D is being lobbied by oligarchs and will force landowners to pay 6,000 UAH per share are outright lies and manipulation. This statement was emphasized by the Deputy Chairman of UAC Mykhailo Sokolov, debunking the myths that "outlined" this bill.
In particular, the Deputy Chairman of UAC refuted the allegation that this bill introduces a certain additional tax.
"It's easy to see if you just read the bill - there are no new taxes in it, only the obligation to pay the old ones. In reality, this bill introduces the minimum amount of existing taxes that must be paid by users of commercial land"- Mykhailo Sokolov said.
At the same time, those who work legally pay much more per hectare - from 2 to 5 thousand UAH - than it is provided by the bill № 3131-d, which restores the amount of the minimum tax at the level about 1250 UAH.
"I will give an elementary calculation. Revenue from 1 hectare can not be less than 14 thousand UAH (and this, if you work bad) and if you work good - then not less than 20 thousand UAH. If the land is cultivated by an individual, he must pay personal income tax (PIT) and military duty (MD) on all his income, which is from 2,8 to 4 thousand UAH per hectare per year. Also to this amount the land tax and personal income tax on rent must be added. If the farmer is registered as a legal entity, he will pay a single tax of the 4th group - about 280 UAH per 1 ha, PIT and VAT on rent - not less than 600 UAH per hectare (19.5% of 3000 UAH), PIT and MD from their income - also not less than 600 UAH per 1 hectare. Together we receive 1,480 UAH. Moreover, I counted at a minimum, because the real income per hectare after rent is 3-6 thousand UAH per year. To summarize: if you do not break the law, it is impossible to pay less than 1,4 thousand UAH per 1 hectare" - Mykhailo Sokolov mentioned.
As for landowners, if they lease their shares officially, they will not pay any taxes on their land. These responsibilities are assigned to the tenant.
Accordingly, the deputy chairman of UAC emphasizes, this bill actually restores justice. After all, it forces everyone to pay taxes. At present, 12 to 15 thousand hectares of agricultural land in Ukraine are cultivated illegally, as a result - the budgets of all levels receive from 50 to 90 billion UAH annually and agricultural producers who work legally actively support its adoption.
