Land reform is carried out on the basis of a national compromise, taking into account the views of all players. This issue was emphasized by Minister of Agrarian Policy and Food of Ukraine Roman Leshchenko during the round table "Land Market: state and agribusiness readiness for the efficient start", organized by the UAC with the support of USAID AGRO Agricultural and Rural Development Program.
"Today we have the necessary support of all State Council bodies; we have the support and understanding of united territorial community implementation of land reform. We see the full support of strong specialized agricultural associations, including the UAC. In such joint communication, we try to find out all problems and solve them through joint efforts. Any political manipulations in this situation are absolutely meaningless," the minister said.
According to his words, land reform is almost in the final straight. The Minister predicts that the first half of the year of the land market operation will have the calmest and stable regime.
"We do not expect any excitement about this. During the years of the moratorium a lot of problematic issues in terms of various legal titles for land have accumulated, first of all we talk about the acquisition of land on the right of emphyteusis, land exchange, donations, inheritance. These are the problematic issues that will need to be legalized in the property rights view," he added.
At the same time, Roman Leshchenko expressed the readiness of state institutions to launch a land market.
"Land monitoring will work on time. The state will have all the information in real time on land ownership, the cost of land plots and lease agreements. The national base of geodata is already working in a pilot mode," Roman Leshchenko said.
In addition, according to the Minister’s words, the state will expand the program "Affordable loans 5-7-9%."
"In addition, the state has provided UAH 1 billion to compensate the loan rate. In cooperation with the Ministry of Finance, we have the necessary funds to provide full-fledged financial instruments in the circulation of agricultural land," he said.
Roman Leshchenko assured that any problematic issues that would arise in the process of land usаge would be resolved through the adoption of relevant bylaws.
"We are ready for dialogue because we understand the value of society in this process. Our main task is to carry out land reform based on the general consensus," the Minister concluded.
