It is important to establish the export of Ukrainian grain abroad. This issue was mentioned by Deputy Chairman of the Ukrainian Agri Council (UAC) Denys Marchuk.
"On the positive side, it is good that most regions of the state have started sowing during the war. Perhaps not all of them were 100% stocked with materials. But the very fact of sowing gives hope that Ukraine will sow 80% and 100% of the planned areas of spring crops. Accordingly, we will have food security for the summer. That will be enough to feed the Armed Forces and civilians. And we must understand that we can export some grain."
According to the expert, there are still significant transitional stocks of last season's harvest. Previously, as a rule, these surpluses were sold abroad - farmers carried out a sowing campaign with the funds received. Now there are difficulties.
"Therefore, it is important," said Denys Marchuk, "to establish opportunities for export potential, taking into account, of course, all components, including food security of Ukraine. As Russia is in fact carrying out a naval blockade of Ukraine, the railway should become an export corridor. And now the Railways of Ukraine, as well as domestic agrarian associations, including the UAC, are considering mechanisms to increase this amount. One of the mechanisms is to load Lithuanian ports with our agricultural products. But there is a problem of logistics. There is no direct connection between Ukraine and Lithuania. You need to go through Poland. At the same time in Ukraine and Lithuania there is a wide track, in Poland there is a narrow one. And there is a need to discuss how to resolve this issue."
The lack of funds that would provide full-fledged exports, pushes the state to help farmers. But not everything is perfect there.
"There is a credit system, but it is very difficult. It seems that commercial banks live in pre-war conditions. There is a lot of bureaucracy. But state-owned banks to give farmers interest-free loans easier during martial law," said Denys Marchuk. " Among the difficulties also - "reservation". The list of professions that are not subject of mobilization is periodically reviewed. And it is important to make the right political decisions so as not to disrupt sowing campaign."
