On August 27, the Ukrainian Agri Council (UAC) together with the USAID’s Agriculture Growing Rural Opportunities Activity in Ukraine (AGRO) will present a joint pilot project for the establishment Water User’s Organizations in the Kherson region.

Water User’s Organizations (WUOs) are non-profit organizations, the creation of which is provided by the draft law 5202-d "On Water User’s Organizations and stimulation of hydraulic land reclamation". The document was developed with the active participation of experts from the UAC’s advisory center “Smart Country” and the USAID AGRO Program and is being considered by parliament in the first reading. The bill is supported by WUOs, international financial organizations and relevant state institutions, as the creation of WUOs gives an opportunity for farmers to take responsibility for the irrigation development in the region.

Within the framework of the pilot project, comprehensive assistance in the creation and development of at least two successful WUOs in Kherson region is provided, who will take on their balance reclamation system facilities of the lowest level that are state, communal property or without owner, including pumping stations. Organizations will be responsible for their maintenance and modernization.

The project experts will provide information and practical assistance to water users within the framework of legal provisions clarification, creation of regulatory documents for WUOs, detailed analysis of technical systems, etc. Support for agricultural producers from the beginning of creation of the organization to its stable functioning exitance is provided. As a result of the project implementation, recommendations and templates of all necessary documents for the creation and development of new WUOs will be developed (which will be public). Also, seminars for farmers interested in the establishment of WUOs will be hold.
