In the Kirovograd region, an illegal land auction for the sale of rental rights for a plot in the territory of the Ternivka village council of Novoarkhangelsky district was conducted in an illegal manner. As a result, the local budget has not received about 3 million UAH.

The member of the Ukrainian Agricultural Council, the head of «Agrotech» LLC Sergei Saus, who took part in the auctions, reported this.

"An auction plot had been inserted into a plot of about 200 hectares, broken into 9 lots. We submitted an application, paid a deposit, registered, entered the auction on a certain date. However, we did not guess that the winner was determined in advance," said agrarian.

According to him, the initial cost of each lot was set at the level of about 40 thousand UAH. According to Saus, the maximum economically profitable price he could offer was 200 thousand UAH. However, somebody bought all the lots at a price of about 300 thousand UAH, despite the fact that there were no objective prerequisites for such an overstatement.

At the same time, during the trading there was a gross violation - the fake winner insisted on signing the protocol not after the sale of each individual lot, but all together at the end of the auction. Eventually, after all the plots were hammered, the farmer who offered the highest price refused to sign the protocol. At this time, almost all the auction participants have already dispersed.

"I was warned about the existence of such a scheme, remained and when the winner refused to sign the protocol, went to the hall. I was told that the auction is already closed. At the same time, seeing me, the lipitor was noticeably nervous. In addition to me all the time, two other participants were waiting for some documents. At the clock it was already 17.30. Eventually, the licitator got up, hit the hammer and said that the trades are declared closed, "- said Saus.

The secretary said that the funds for participation in land trades would be returned to the settlement accounts of the participants according to the submitted applications. When asked about the date of the next auction, the employees of the State Geocadaster have promised to place all the necessary information on the site and additionally call the agrarian in a week. However, when the farmer did not wait for the promised call and recruited the organizers on his own, he was told that the auction was declared to have taken place. "It turns out that the bids still took place on the same day!", - noted the agrarian.

He learned that all 9 lots were eventually bought by former chairman of the Novoarkhangelsk district administration Vasyl Bugaenko ("Agrofirma “Demetra") at a price more than four times lower than that offered by Saus. As a matter of fact, the new owner of the site before the auction has illegally sowed a plot that he did not belong to, sunflower.

It is worth noting that the bidding process was recorded on video. At the same time, it is clear from the record that during the download from it were cut out individual pieces, which confirm the obvious violations of the procedure, namely: the winner's refusal to sign the protocol and the decision on the continuation of the bidding.

Saus informed that he had already sent complaints to the National Police, the Prosecutor General's Office, the National Anti-Corruption Bureau and the State Geocadaser. The latter, in response to the complaint, noted that the tenders were conducted lawfully.

Attorneys point out that such a case in the course of conducting land auctions is not unique - it is a practiced practice with a clear corrupt component.

Law enforcers filed a criminal case on this fact.

At the moment, the agrarian prepares a lawsuit against the illegal actions of the State Geocadaster in Kirovohrad Economic Court.
