Due to active hostilities and limited export opportunities, Ukrainian farmers have almost exhausted their working capital. This was stated by Denys Marchuk, Deputy Chairman of the UAC, at the National Marathon.
According to him, domestic prices for agricultural products are very low. The lion's share of potential income from grain sales goes to logistics. This is especially true for the transportation of grain by land corridors.
"This season, there is also a risk of a reduction in the area under crops. Currently, in a number of regions, farmers have suspended sowing in anticipation of rains. If there is no precipitation in mid-October, some of the land will remain fallow. This will also reduce farmers' profits. At the same time, more crops will need to be planted in the spring to offset the decline in crops in the fall. Therefore, farmers are facing an urgent question: where to get the money?" said Denys Marchuk.
The only effective lending program, 5-7-9, has been extended until 2024, but with a limit of UAH 90 million. Many agricultural producers have already exhausted it, the UAC Deputy Chairman mentioned.
"Farmers do not take the loan funds for themselves. These funds are invested in production, then the products are sold, and the proceeds are used to pay interest and the principal of the loan. The limited limit narrows the opportunities for farmers. That is why today the UAC proposes to amend the Law on Agricultural Receipts. The main idea of the innovation is to provide an opportunity to raise funds secured by land lease rights. This will give farmers a new tool to attract cheap loans, help them to complete the winter crops sowing campaign and prepare for spring crops in the spring," added Denys Marchuk.
Currently, the popularity of agrarian receipts is low due to the lack of possibility to transfer land lease rights as collateral. Draft Law No. 9352 "On Amendments to Certain Legislative Acts of Ukraine to Create Conditions for Attracting Funds for Agricultural Production" was registered at the initiative of MPs and is currently under consideration by the Verkhovna Rada Committee on Agrarian and Land Policy. Lending secured by land lease rights will increase the reliability of agricultural receipts, which, in turn, will attract new lenders to these loans.
