The Ministry of Economy has prepared a practical guide for agricultural producers that systematizes the state, international, and banking financing instruments currently available for farm development.

Within the framework of the project supporting war-affected agricultural producers, implemented in partnership with the international humanitarian organization Mercy Corps, experts from the Ukrainian Agri Council (UAC) have prepared an information digest highlighting the most relevant support opportunities for farmers and explaining key aspects that applicants should consider.

The digest covers a wide range of support instruments, including subsidies, compensation programs, preferential loans, co-financing initiatives, support for frontline territories, and opportunities for developing processing facilities, horticulture, greenhouse production, livestock farming, and agricultural storage infrastructure.

Particular attention is given to the updated “Own Business” grant program, which will operate under new rules starting September 1. The program offers flexible grant amounts, providing up to UAH 500,000 for launching a business and up to UAH 2.5 million for business expansion. Notably, creating jobs will no longer be a mandatory requirement for starting a business, while only one new job will be required to qualify for expansion funding.

The digest also includes information on a support program for farmers in the Kherson region with a budget of USD 2.6 million. The initiative targets small agricultural producers in selected communities affected by war and drought and provides financial assistance as well as vouchers for the purchase of drought-resistant seeds, drip irrigation systems, and other essential resources.

In addition, the publication outlines state grant opportunities for horticulture, berry production, viticulture, and greenhouse farming. According to the Ministry of Economy, projects worth UAH 70.8 million have already been financed in 2026. Since the launch of the program in 2022, the government has awarded more than 350 grants totaling nearly UAH 1.7 billion.

Another important area highlighted in the digest is a new state support mechanism for medium-sized and large businesses planning to invest in distributed power generation facilities. The program enables companies to access loans for energy projects at an effective interest rate of 10% per annum, with the government compensating the difference between the market rate and the preferential rate.
