The initiative to introduce grain exports exclusively through certified elevators may create significant obstacles for Ukrainian farmers and negatively affect small and medium-sized agribusinesses. This was stated by Denys Marchuk, Deputy Chairman of the Ukrainian Agri Council (UAC), during a briefing at Media Center Ukraine.

According to him, in wartime conditions and a difficult economic environment, it is critically important not to create additional barriers for the agricultural sector. At the same time, the draft law promoted by the agricultural company “Nibulon” provides that grain exports will be carried out only through certified elevators.

Denys Marchuk emphasized that a significant number of Ukrainian farmers have their own elevators and grain storage systems and have been working directly with traders for years or independently organizing logistics to seaports.

“The introduction of exports only through certified elevators will create additional financial pressure on businesses and may lead to non-competitive conditions in the market. Small and medium-sized producers will suffer the most. The Ukrainian Agri Council strongly opposes such initiatives,” the Deputy Chairman of the UAC noted.

He stressed that the Ukrainian agricultural sector has been operating under difficult conditions for more than four years due to the war, logistical constraints, rising transportation costs, problems in the mineral fertilizer market, and limited access to financing. Therefore, in his view, lawmakers should focus on supporting agricultural producers rather than creating new barriers.
