On March 25, 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 366, introducing amendments to the procedure for the use of state budget funds allocated to compensate the costs of humanitarian demining of agricultural land.
Experts of the Ukrainian Agri Council (UAC), within a project to support affected agricultural producers in partnership with the international humanitarian organization Mercy Corps, have prepared a brief explanation of the key changes for agricultural producers based on this resolution.
In particular, the updated procedure simplifies the process of covering demining costs for farmers. From now on, escrow accounts for payments related to humanitarian demining will be opened by the Humanitarian Demining Centear, whereas previously this had to be done by the agricultural producer.
The approach to financing has also been clarified:
- full cost coverage is provided for demining carried out after April 15, 2024;
- for work performed between February 24, 2022 and April 15, 2024, compensation cannot exceed 80% of the actual costs incurred.
The amendments also specify that applications for cost compensation within the current budget period must be submitted by November 5, while applications for procurement planning for the next budget year must be submitted by December 25.
Agricultural producers whose land contamination has been confirmed by the Humanitarian Demining Center are eligible to participate in the program. Applications can be submitted through the State Agrarian Register (SAR).
Importantly, UAH 2 billion has been allocated in the 2026 State Budget for the humanitarian demining of agricultural land.
