By Resolution No. 1403 of December 27, 2023. The Government has approved amendments to the terms of the 5-7-9 state support program and allowed the provision of preferential loans to business entities registered in the territories of active hostilities.
The previous version of the Procedure for Providing Financial State Support prohibited the issuance of preferential loans to the above-mentioned business entities, which deprived of state support those who need it most - frontline regions that are trying to resume their activities despite the war (for example - Kherson).
Experts of the UAC, which, with the support of the USAID Agriculture Growing Rural Opportunities Activity in Ukraine (AGRO), is implementing the project "Supporting agricultural MSMEs affected by active hostilities or Russia’s temporary occupation", have repeatedly drawn attention to the need to introduce such changes to the terms of the state program of preferential lending 5-7-9.
In particular, on December 5, 2023, the relevant proposals of the UAC experts were supported by the interagency working group on solving the problematic issues of agricultural producers operating in the de-occupied territories, which was formed by the Ministry of Agrarian Policy.
The new version of the Procedure stipulates that business entities registered on the territory of Ukraine (except for the territories temporarily occupied by the Russian Federation, included in the list of territories where military operations are being (were) conducted or temporarily occupied by the Russian Federation, approved by the Ministry of Reintegration, for which the date of termination of the temporary occupation has not been determined) will be able to receive preferential loans.
The UAC welcomes the Government's adoption of the above amendments and expresses its gratitude to the Committee on Agrarian and Land Policy of the Verkhovna Rada of Ukraine, the Ministry of Agrarian Policy, the Ministry of Economy and all members of the interagency working group for their constructive position and desire to hear and solve the problems of the agrarian business of the de-occupied territories.
We remind that the UAC, with the support of the USAID Agriculture Growing Rural Opportunities Activity in Ukraine (AGRO), is implementing a joint project to provide legal and other expert support to agricultural producers affected by hostilities or temporary occupation by the Russian Federation.
