The first meeting of the working group on simplification of fuel circulation and storage regulation took place in the online format, moderated by the UAC Deputy Chairman Mykhailo Sokolov. It was attended by leading agricultural organizations representatives.
The UAC Adviser on Interaction with Authorities Dmytro Kokhan presented the solutions of problem issues developed by the UAC, which were discussed by the participants. In particular:
- simplification of the procedure for obtaining a permit for fuel storage for own consumption. The participants of the meeting agreed on the proposal that farms which store up to 500 cubic meters of fuel should be able to choose at the basis of which document to store fuel - licenses or declarations.
- the necessity to submit during the tax audit a great number of documents. Proposal - inspections on farms, that have received a license to store fuel for their own needs, should be limited to verification of the data specified in the application for a license - verification of the actual location of fuel storage facilities and their fuel capacity.
- high fines for violations and the necessity to reduce them. Mykhailo Sokolov mentioned that the amount of the fine should depend on the type of the violation and its size, whether the violation occurred for the first time or not. Discussions on the size of the fines continue. It is proposed to cancel the fines already issued for late receipt of the license, if the license was available at the time of the inspection. To set a low fine for the first violation and at this basis review the amounts of fines that have been issued but not yet paid.
- resolving the issue of impossibility to indicate the exact address of facilities location. It is proposed to provide an opportunity to indicate to the application or declaration for a license about fuel storage facilities the address of the facilities’ location, or the land cadastral number. However, during the inspection, the business entity is obliged to show the location of the declared tanks.
- the necessity to abolish fines for agricultural producers who formally fall under the characteristics of fuel producers due to possible mixing in one tank fuel from different suppliers
"The first meeting turned out to be quite productive, we discussed options for solving key issues for agricultural producers in the direction of fuel storage for their own necessity. Also, talked about the next meeting, the first developments of legislative changes that could solve the described problems would be presented for discussion,” Mykhailo Sokolov said.
