Agricultural producers from the frontline and temporarily occupied regions are still waiting for the suspending of loan payments. Despite the adoption of the relevant draft law No.12148 in the first reading, the second reading in the parliament did not take place.

Denys Marchuk, Deputy Chairman of the Ukrainian Agri Council (UAC), told InterVizor.TV that it is necessary to adopt the draft law on suspending credit and leasing payments for farmers working in the frontline and temporarily occupied territories as soon as possible, as farmers are under pressure from banks and need financial protection from the state.

“We, as the Ukrainian Agri Council, have repeatedly initiated the suspending of loans and leases for our producers. In December 2024, the Parliament passed in the first reading a draft law that allows suspending payments during the war and for another year after its end. But the second reading has not taken place, and it is already March. “The ball” is now on the side of the Law Enforcement Committee in the Verkhovna Rada. The UAC have prepared all the necessary tables for the second reading. Now it's up to the MPs to consider the amendments and submit the draft law No.12148 to the session hall,” explained Denys Marchuk.

The situation for farmers is critical, as banks continue to demand payments.

“Producers have been waiting for the adoption of the draft law No. 12148 for four years. Many farmers are either directly involved in the war or have lost the ability to conduct business due to the occupation or hostilities. The law should guarantee that the state supports its producers in a difficult period,” emphasized the UAC Deputy Chairman.

The UAC calls on the Parliament to consider the Draft Law No. 12148 as soon as possible so that it can enter into force and provide financial protection to farmers.
