The UAC welcomes the adoption by the Cabinet of Ministers of Resolution No. 1256 of October 3, 2025, “Certain Issues of Confirming Own Cultivation of Certain Types of Agricultural Products.”

This document defines the procedure for confirming the right to duty-free export of soybeans and rapeseed for agricultural producers and agricultural cooperatives. To do this, it is necessary to obtain an expert opinion from the Chamber of Commerce and Industry (CCI) that the batch is self-produced, and for cooperatives — that the products were purchased from members of the producer cooperative.

The CCI management has already announced its readiness to promptly provide the relevant opinions. For duty-free export under CMU Resolution No. 1256, it is necessary to apply to the CCI with an application-declaration and the necessary documents. Instructions and list of documents: ucci.org.ua

The UAC expresses its sincere gratitude to the Ministry of Economy, Environment and Agriculture of Ukraine, and especially to Deputy Minister of Economy Taras Vysotskyi, for his persistent work in developing and promoting the resolution.

We would also like to express our gratitude to Smart Country Advisory Center, which systematically analyzed and warned about the negative consequences of the “oil amendments.” Thanks to active information sharing, public coverage of the issue, and the participation of the center's experts in the development of the relevant resolution, it was possible to ensure that a decision was made in the interests of agricultural producers.

The UAC will continue to closely monitor the implementation of the resolution to ensure that the mechanism for confirming domestic production works effectively and truly benefits Ukrainian producers.
