On March 18, 2026, the Cabinet of Ministers of Ukraine adopted Resolution No.352 “On Amendments to the Procedure for Providing Partial Compensation for the Cost of Property of Business Entities Destroyed or Damaged as a Result of the Armed Aggression of the Russian Federation, as well as Partial Compensation of Insurance Premiums under War Risk Insurance Contracts.”
Experts of the Ukrainian Agri Council (UAC), within the project supporting affected agricultural producers in partnership with the international humanitarian organization Mercy Corps, have prepared an information brief explaining the key changes introduced by this Resolution regarding property compensation and war risk insurance. Key updates that agricultural producers should pay attention to include:
- The maximum amount of compensation for property has been increased. The cap has risen from UAH 10 million to UAH 30 million per business entity. At the same time, the rule under which compensation was reduced by the amount of previously received state support has been abolished. Enterprises that have already submitted applications may update them until May 1, 2026, including increasing the amount of damages or adding additional property.
- The list of eligible property has been expanded. It is clarified that property also includes engineering networks (utilities) — electricity, gas, heat and water supply systems, as well as ventilation and sewage systems that ensure the functioning of the enterprise.
- The definition of “war risks” has been clarified. It now explicitly includes risks of damage or destruction of property resulting from armed aggression.
- A cap on the program contribution has been introduced. The contribution may not exceed 0.5% of the maximum compensation amount (up to UAH 150,000). In case of overpayment, enterprises are entitled to a refund upon request.
- The possibility to add new property to applications has been introduced. Program participants may submit separate applications to include additional property in compensation claims.
- Access to the insurance premium compensation program has been expanded. Enterprises that concluded insurance contracts after January 1, 2026, but did not apply for participation in the program, may do so until May 1, 2026.
- Compensation for insurance premiums has been increased. The maximum amount has risen from UAH 1 million to UAH 3 million per year per business entity.
- Deadlines for submitting applications for participation in the insurance program have been established. Applications must be submitted no later than 7 calendar days after the conclusion of the insurance contract.
- The procedure for receiving insurance premium compensation has been simplified. Applications can be submitted starting from the 31st day after the conclusion of the insurance contract. If the premium is paid in installments, compensation is also provided proportionally.
- Additional requirements for insurance contracts have been introduced. Contracts must include the insured amount (liability limit) and cannot be terminated early, except in cases provided for by law.
