
Deputies of the Cherkasy Regional Council sent an official appeal to President Petro Poroshenko, Prime Minister Volodymyr Groisman and Chairman of The Verkhovna Rada of Ukraine Andriy Parubiy with an appeal to extend the moratorium on the sale of agricultural lands by January 1, 2025.
"We believe that our country is not ready for the land market in the current conditions in the organizational, legal, or economic sense. Attempts to initiate sale of land take place against the backdrop of imperfect legislation and numerous unresolved issues related to land relations. A number of problems makes the opening of the land market in the present conditions extremely dangerous, "- says the text of the appeal.
Also, the deputies urged the heads of state to begin a broad discussion of the step-by-step introduction of transparent and civilized land circulation.
In addition, the Gaivoron District Council (Kirovograd region) sent the same appeal to the President, the Prime Minister and the Head of the Verkhovna Rada.
Deputies urge other regional and district councils to support them in this initiative.
Thus, according to the text of the appeal, during the moratorium period it is necessary to carry out a set of measures for preparation of such an important step. In particular, in the Coalition Agreement of November 27, 2014, only three out of 12 steps were implemented. In Ukraine, inventory of land has not been conducted. The land cadastre is too slowly filling up. In 61 administrative districts of Ukraine, the area of the land plots registered by State Geocadaster exceeds the actual area of these districts.
Moreover, raiding is flourishing in our country and there are corrupt mechanisms for moving the rights to land around the moratorium, as there is no rule of law in protecting property rights. The raider attacks are the result of an imperfect court system. There are no market mechanisms that should help in shaping the price of land. There are no programs of preferential lending to the national Ukrainian farmer, in particular, small farms. And this puts the farmer in a position of impossibility to compete with agroholdings and corporations that have the opportunity to use the attracted foreign investments.
Recall that in Ukraine a moratorium on the sale of agricultural land is valid until January 1, 2019.
