Ukrainian Agrarian Council (UAC), Agrarian Union of Ukraine and All-Ukrainian Association of Village Councils sent an official appeal to the President of Ukraine Petro Poroshenko. They ask to exclude from the Law on the "single window" at the customs, adopted by the Verkhovna Rada on July 5, the norm regarding the direction of state support for the purchase of grain carriers by agrarians. In the opinion of agricultural producers, this amendment will in turn promote a redistribution of state support funds in favor of agribusinesses.

The associations note that during the preparation of the bill on the "one window" until the second reading, it included a provision to provide agrarians with a budget compensation of 30% of the cost of purchased wagons carrying grain. Also, this provision provides for preferences for domestic manufacturers of these cars in the field of budget support, taxation, lending, etc.

This amendment was introduced in violation of Article 116 of the Rules of Procedure of the Verkhovna Rada, according to which proposals and amendments may be made only to the text of the bill, which was adopted by the Parliament as a basis. Instead, this amendment supplemented the adopted bill with new provisions, which obviously do not belong to the subject of legal regulation of customs legislation and are not related to the adopted mechanism of the "single window". Moreover, the same amendment with a similar violation of Article 116 of the Regulation was introduced into the Draft Laws No. 6490-d concerning family farms and No. 5448-d on organic production.

The given norm is proposed to define grain carriages as "machinery and equipment for the agro-industrial complex", which automatically makes their production an object of state support.

Taking into account their price and the fact that the economic sense is only the purchase of dozens of cars, only the most powerful agricultural holdings will be able to use this opportunity. Moreover, given the limited budget allocations for the program of partial compensation of the cost of purchased agricultural machinery of domestic production, this will inevitably lead to a reduction in the budget support of medium and small farmers. This in turn violates the key principles of state support.

"Please take into account the interests of small and medium-sized farmers and prevent redistribution of state support funds in favor of the largest and most profitable commercial companies (agrarian oligarchs), as well as stop the violation by the Verkhovna Rada of its Rules", - it is said in the text of the appeal addressed to the President .

Let's remind that 254 people's deputies voted for the adoption of the bill №7010 on a "single window" on customs. The given bill is important for simplification of procedures of cross-border trade of goods, it will provide optimization and simplification of procedures of state control during the implementation of foreign economic operations and will improve the export potential of Ukraine.
