
Agrarians support the introduction of the agricultural land market in Ukraine, but not in the format, which is currently proposed by the authors of Bill 2178-10. This is evidenced by the results of a survey in which farmers participated in the panel discussion “Regulation of agribusiness today and tomorrow. Realities and Prospects” held at the “TOP CROPS” International Plant Growing Congress.
Thus, 53% of those polled are in favor of opening the land market, 39% are against it. However, on the question "Do you support the introduction of the market circulation of agricultural land in the version proposed by the Agrarian Committee of the Verkhovna Rada (No. 2178-10) as a compromise bill"? 56% of the respondents answered negatively. Another 39% said they were ready to support this bill, but it needs further elaboration.
The main condition under which agrarians would still be ready to support the bill is the existence of a transitional period in the introduction of the land market, during which only natural persons-citizens of Ukraine will be able to buy land. 49% of the polled voted for this position.
Regarding which land should be initially put up for sale, agricultural producers stated that it should initially be land of private and communal property (38% of respondents) and only land of private property (34% of respondents).
However, when opening the land market for its purchase, 83% of the surveyed agricultural producers indicated that they plan to take a bank loan for this purpose. 82% of the surveyed farmers indicated that they had experience in attracting credit. Another 12% of agrarians indicated that the bank either did not issue a loan or issued a much smaller amount. And only 6% of respondents did not go to banks.

Moreover, the vast majority of agrarians currently have credit obligations to banks: in 43% the repayment period ends this year, in 35% in 2021-2022 and in 5% after 2022. And only 17% of farmers do not have loans at this time.
