Agrarians do not support the initiative of the Cabinet of Ministers of Ukraine on crop control through an IT scheme, which provides for the installation of software on each harvester that will take into account the amount of harvested crops and the type of crops to be harvested, as well as the area of ​​land cultivated. As it is noted, this approach is supposed to help in the fight against the shadow production of agricultural products.

UAC has always advocated the removal of the agricultural sector from the shadows, since the "shadows" put official agricultural producers in the conditions of unequal competition, and deprive the state of billion of profits. That is why UAC welcomes the Government's willingness to tackle this negative phenomenon in the Ukrainian economy. However, the association does not support this initiative and calls on the Cabinet to abandon its implementation as it is expensive, technically unfeasible and does not achieve its goals. In addition, the proposed system is in sharp contradiction with current legislation, including anti-corruption.

Moreover, without a system of tracking the movement of the physical volume of goods, the control of harvest by legal agricultural producers is devoid of any meaning. Agrarians that work legally do not hide it. 

That is why UAC has previously proposed to establish a system for tracking the movement of physical volume of goods. Its essence is to establish control over the chain of movement of risky goods from the producer to the end consumer. This can be done through the introduction of an electronic expense / freight invoice (e-VTTN), which is registered in a special register. Thus, when it comes to agricultural production, the trader will not be able to export untreated grain whose origin is unknown. The inability to sell illegally grown products will put the "shadows" before the need to legalize their production.

In the case of the UAC proposals, the shadow economy ( not only in the agricultural sector) will be significantly reduced, and such costly initiatives will not be needed.

It should be reminded that on April 16, at the online meeting of MERT with agrarian associations, the Cabinet's initiative to control the harvest through the IT scheme was presented. The cost of this project is estimated at approximately UAH 9.2 billion. The cost of installing equipment for one combining machine - up to 160 thousand UAH. Agrarian companies will have to pay $ 1 per tone of harvest, or about $ 80 million a year.
