Public Association "All-Ukrainian Agrarian Forum" on behalf of its members (the Ukrainian Agricultural Council (UAC), the Agrarian Union of Ukraine, the Ukrainian Agribusiness Club, the Ukrainian Agrarian Confederation and the Ukrainian Association of Village and Settlement Councils) sent an official appeal to the Speaker of the Verkhovna Rada Andriy Parubia , chairmen of parliamentary factions and groups and head of the Tax Committee of the Verkhovna Rada Nina Yuzhanina requesting to postpone consideration of the draft law No. 6490-d "On Amendments to the Tax Code of Ukraine and certain laws declarative acts of Ukraine on stimulating the creation and operation of family farms "and to hold its re-discussion with the participation of representatives of agrarian associations.

Thus, complaints from public organizations relate to amendments to Article 298 of the draft law No. 6490-d, according to which a farmer can be re-entered into the fourth group of single tax payers not earlier than two calendar years after cancellation of his pre-registration by a single tax payer of the fourth group initiative of the controlling body. Such a legislative innovation will provide supervisors with an additional pressure tool for single-tax payers of the fourth group. Also, it is not comparable to the mistakes and violations that could be the reason for depriving them of their respective status.

Also, the provisions of the draft law introduce additional financial support for small farms. Thus, the bill envisages the introduction of a mechanism for covering the part of a single social contribution of members of family farms and, accordingly, granting them the right to pay only part of this contribution. However, the bill does not regulate the situation when the state budget for the year does not have the appropriate funds, and members of the farmer decided to take advantage of the privilege. In the opinion of agrarian associations, one of the options for solving the problem is the introduction of compensation to the payer of a part of the single contribution paid by him, rather than granting a privilege for its partial payment.

In addition, agrarian associations are opposed to targeting state support under the subsidy program for purchasing domestic agricultural machinery for the purchase of grain carriages, as only the largest agricultural companies can use it. At the same time, the amount of state support, which can receive representatives of small and medium-sized agribusiness, will decrease.

Recall that on May 22, the Verkhovna Rada adopted the bill No. 6490-d on stimulating the establishment and operation of family farms in the first reading. 253 people's deputies voted in favor of the decision, with the required minimum of 226 votes.
