The UAC, together with other industry associations and market participants, took an active part in the development of the Draft Law No. 9266 "On Agricultural Notes" and its preparation for the second reading. Today, the Parliament adopted the draft law in the second reading and in general.

The new law is designed to solve one of the key problems of the industry - limited access to financial resources. The adopted draft law, which in the first reading was titled "Draft Law on Electronic Agricultural Receipts", is aimed at increasing the opportunities for agricultural producers to raise funds. The law introduces a new financial instrument for lending to agricultural production - electronic agricultural receipts in the form of a non-issue security.

The advantage of the innovation in the form of an electronic document is the expansion of possible pledge options, including the possibility of pledging live animals and products of animal origin, products of their primary processing, which creates conditions for attracting resources to livestock farms, compared to traditional paper agricultural receipts.

It is expected that the adoption of the Draft Law No. 9266 "On Agricultural Notes"

  • create new opportunities for agricultural producers to access financial and commodity resources;
  • introduce a reliable financial instrument that will expand the range of creditors able to finance Ukrainian agriculture, including non-resident creditors.

The draft law contains a significant number of proposals to improve the legal regulation of agricultural receipts based on existing experience in Ukraine.
