Public organizations The Ukrainian Agricultural Council (UAC) and a number of other agrarian associations within the All-Ukrainian Agrarian Forum have signed a memorandum on association with the political party "Samopomich" to jointly conduct effective reforms in the agricultural sector and ensure the development of rural areas.

"The text of the memorandum consists of the work of several years, it contains the solution of key issues that concern agricultural producers from all over Ukraine. As a result of the joint activities envisaged by this document, the improvement of the living conditions of the peasants and the growth of the domestic economy will improve," said Andriy Dykun, Chairman of the UAC.

"I would like the present memorandum to become historic. We begin to work with double energy so that the legislation will be effective, everyone will work on their land and forget about raiding. I welcome today's signing of the memorandum", - added Andriy Sadovyy, the leader of the "Samopomich" Association party.

The signing of this document obliges the parties to conduct joint consultations and coordinate positions before submitting to the parliament bills related to the reform of the agrarian sector. In the end, the parties expect that joint implementation of reforms will lead to an increase in agrarian production, rural employment, tax revenues, foreign exchange earnings, and will increase investment in agriculture.

In particular, the parties agreed to direct joint efforts to combat the shadow market of land lease and raiding.

In addition, the parties devoted considerable attention to improving the state support of the agrarian sector. Thus, they propose to reallocate budget funds spent during the I-III quarters on implementation of existing agricultural support programs to return the “quasi-accumulation of VAT regime”, which operated in 2017. At the same time, the parties insist that at least 60% of the funds provided for state support to agriculture should be directed to the payment of the subsidy under the program "quasi-accumulation of VAT" during the next 5 years. The distribution of funds should be in proportion to the proceeds from the sale of products resulting from the implementation of subsidized activities.

Also in the memorandum, there is prescribed a clause on the return of the norm on the reimbursement of value added tax from operations on the export of oil crops outside the customs territory of Ukraine.

Other no less important areas are: the development of the cooperative movement, the protection of the interests of producers and consumers of food, the stabilization of the price situation on the market of mineral fertilizers, the fight against corruption at all levels of government, etc.

At the same time, the Ukrainian Agricultural Council emphasizes that the text of the memorandum is open to all political parties and groups - farmers appealed to all parliamentary political forces to sign this document. Therefore, UAC expects further signing of the memorandum with other parliamentary parties.
