More and more local councils are being joined to the appeal in support of the extension of the moratorium on the sale of agricultural land.

The Deputies of the Romaniv District Council (Zhytomyr region) sent an official appeal to President Poroshenko, Prime Minister Volodymyr Groisman and Chairman of The Verkhovna Rada of Ukraine Andriy Parubiy, calling for the extension of the land moratorium until January 1, 2025. In addition, district deputies called on the authorities to begin a broad discussion of the step-by-step introduction of transparent and civilized land circulation.

We appeal to other district and region councils to join this initiative and support this appeal.

Thus, according to the text of the appeal, during the moratorium period it is necessary to carry out a complex of measures for preparation of such an overwhelming step. The Coalition Agreement of November 27, 2014, contained 12 steps, but as of today only three are implemented. In Ukraine, inventory of land has not been conducted. The land cadastre is too slowly filled up. In 61 administrative regions of Ukraine, the area of registered by State Geo Cadastre land plots exceeds the actual area of these regions.

Moreover, according to the text of the appeal, raiding thrives in Ukraine and corrupt mechanisms for the transition of land rights to circumvent the moratorium, as there is no rule of law in the protection of property rights. The raider hunts are the result of an imperfect court system. There are no market mechanisms, which can help in shaping the price of land. There are no programs of preferential lending to the national Ukrainian farmers and, in particular, small farms. This puts the farmer in a position of impossibility to compete with agroholdings and corporations that have the opportunity to use the attracted foreign investments.

Recall that a number of people's deputies issued a resolution to appeal the adopted bill No. 9355-5 on the extension of the land moratorium. So it could not be signed by the Speaker of the Verkhovna Rada Andriy Parubiy and the President of Ukraine Petro Poroshenko. Thus this bill did not enter into force. This means that until the resumption of the Verkhovna Rada's work since January 15, a moratorium on the sale of land in Ukraine does not apply.

As of now, the relevant requests for the extension of the land moratorium until 2025 were already sent by 8 regional councils, 15 district councils, 1 city council and 4 UTCs.
