The State Fiscal Service (SFS) ignores the order of Prime Minister Volodymyr Groisman to unblock fertilizer imports to Ukraine, addressed to First Vice Prime Minister Stepan Kubiv, Minister of Finance Oksana Markarova, acting Minister of Agrarian Policy and Food Maxim Martynyuk and head of the State Fiscal Service Oleksandr Vlasov.

Despite the request, the Department of Anti-Counterfeit Customs and International Cooperation of the SFS ordered customs officers to intensify control measures on fertilizer consignments imported into Ukraine. They also ignored the fact that when sampling fertilizers parties at the border no violations were found.

"Conducted by the Department analysis of imported foreign operations set high risks of incorrect declaration of goods of commodity items 3102, 3103, 3104, and 3105 according to UKTZED. In order to prevent evasion of payment of taxes and duties fully during the customs clearance of goods of commodity items 3102, 3103, 3104, 3105 according to UKTZED, it is necessary to ensure the definition of sufficient forms and quantities of customs control (customs inspection, weighing of goods, photographic fixation, sampling of these goods for sending to the Department of Tax and Customs Expertise of the SFS for the purpose of research, verification of the correct identification of the code of goods in accordance with UKTZED, etc.)"- says the DFS order.

This is confirmed by the fact that although fertilizers on the Ukrainian border began to partially decipher, the root causes of their import blocking were not eliminated.

Recall that Ukrainian customs since December 7 block imports of all batches of mineral fertilizers from Poland, Lithuania, Kazakhstan, Belarus, Bulgaria, Uzbekistan, Georgia, Turkey. As of December 20, more than 45 thousand tons of mineral fertilizers were detained at the border. In general, more than 53% of the average monthly import of nitrogen fertilizers was blocked.

December 21, Prime Minister Volodymyr Groisman said that he took the question of blocking the import of mineral fertilizers under personal control.

In response to the appeal of the people's deputies, sent on the initiative of Ukrainian Agri Council, Prime Minister gave instructions to First Vice Prime Minister, Minister of Finance, acting Minister of Agrarian Policy and Food and the chairman of State Fiscal Service to facilitate the unblocking of mineral fertilizer imports into Ukraine.

UAC and other major agrarian and agrochemical associations are convinced that further blockage of fertilizer imports will lead to the bankruptcy of importing companies, increase in fertilizer prices on the domestic market, reducing the competitiveness of farmers, reducing yields and worsening the quality of fertile soils.
