The deputies of the Kremenchuk district council (Poltava region) and the Fastov district council (Kyiv region) sent an official appeal to President Poroshenko, Prime Minister Volodymyr Groisman and Chairman of the Verkhovna Rada of Ukraine Andriy Parubiy, calling for an extension of the moratorium on the sale of agricultural land by January 1, 2025.

Also, district deputies urged the authorities to begin a broad discussion of the step-by-step introduction of transparent and civilized land circulation.

As of now, relevant appeals to extend the land moratorium until 2025 were already sent by 8 regional councils, 19 district councils, 1 city council and 3 UTCs.

Thus, according to the text of the appeal, during the moratorium period it is necessary to carry out a set of measures for preparation of such an important step. In particular, in the Coalition Agreement of November 27, 2014, only three steps out of 12 were implemented. In Ukraine, inventory of land has not been conducted. The land cadastre is filling up too slowly. In 61 administrative districts of Ukraine, the area of ​​the land plots registered by State Geocadaster exceeds the actual area of ​​these areas.

Moreover, according to the text of the appeal, raider attacks and corrupt mechanisms for the transition of land rights to circumvent the moratorium are in operation in Ukraine, as there is no rule of law in the protection of property rights. The raider hunts are the result of an imperfect court system. There are no market mechanisms that should help in shaping the price of land. There are no programs for preferential lending to the national Ukrainian farmer, in particular, small farms, which puts the rural host in the impossibility of competing against agroholdings and corporations able to use foreign investment.

Recall that on January 17, the Verkhovna Rada rejected the resolution to abrogate Parliament's decision of 20 December 2018 on the adoption in the first reading of the basis and in general of the draft law No. 9355-5 "On Amendments to Section X "Transitional Provisions" of the Land Code of Ukraine on the extension of the prohibition on the alienation of agricultural land", which blocked the extension of the moratorium on the sale of agricultural land.

Thus, the bill No. 9355-5 on the extension of the land moratorium on January 18 was returned with the signature of the Speaker of the Verkhovna Rada Andriy Parubiy and transferred to the President for signature. However, Petro Poroshenko has not signed this important document yet.
