Aleksandr Bakumenko, deputy chairman of the Verkhovna Rada of Ukraine Committee on Agrarian Policy and Land Relations presented during the All-Ukrainian Land Forum four variants of introduction of the land market in Ukraine.

Thus, in two versions it is proposed a phased opening of the land market for individuals and legal entities and in two another — simultaneous. However, the number of hectares that can be bought and the stages of their purchase varies. Only the citizens of Ukraine will be able to buy land, according to the offered variants.

In particular, in two phased options, it is proposed to allow individuals to buy a maximum of 20 hectares of land in the first three years. But for legal entities, the stage of acquisition of large areas of land is different. In one variant, legal entities will be able to purchase a maximum of 200 hectares of land in the first three years, a maximum of 500 hectares in the fourth year, and in the future - up to 20,000 hectares. Another option offers in the first three years to allow legal entities to buy up to 500 hectares of land, and from the fourth year - up to 20,000 hectares. That is, the term of realization of large land areas is reduced.

In another version, deputies suggest to limit the area of both entities and individuals and allow them to buy up to 200 hectares of land. And in the other - on the contrary: the maximum area of land owned by individuals and legal entities limited only by antimonopoly requirements.

The privileged right to purchase agricultural land will have, in particular, the members of the family of the owner of the land; tenants; owners and users of adjacent land plots; farms, located (registered) in territorial communities where land is located.

In addition, the person must document the legality of the funds for which he wants to buy a land plot.
